It appears to miss or stutter slightly between 1,200 and 2,500-RPM.Unscrew or pop it up. He will see the fitting in fuel tank with a rubber hose clamp to it. Inside of the 90-degree elbow is a check ball and these sometimes get clogged. Remove and clean or replace check ball.
