From what I've experimented, the answer is no. The bloatflies at the begining of the game give the same exp (5~7 exp depending of your intelligence) be it on very easy, very hard or survival. Ouch, that sucks. But if it's any convincing to play higher difficulties, it's confirmed that legendary items drop rate depends on the difficulty you pick.This mod changes the XP for kills based on the difficulty you are playing on so it works similar to Fallout 3's Mechanic.
