Apparently you can't marry if your 39 or older. Usually if you meet a potential spouse, there's a dialogue option where you declare yourself an admirer, followed by one or two Persuasion challenges. After that you can go to the father or your future wife, make a Barter, and that's that. Will usually cost around 5k.. 5tbsp to oz
